About the PCCAS
The Pacific Coast Conference on Asphalt Specifications (PCCAS), commonly referred to as the West Coast User-Producer Group, was established in 1956 to address common concerns between highway agencies (asphalt users) and asphalt producers in the Pacific Coast States. Since that time, PCCAS has grown! Asphalt “Users” include engineers or other technical representatives from federal, state, county, and city highway agencies within the states of Alaska, Arizona, California, Hawaii, Nevada, Oregon and Washington. The “Producers” consist of asphalt and asphalt additive suppliers, emulsion suppliers, asphalt mix producers, highway construction contractors, independent laboratories, and consultants in related businesses who operate within those same states. FHWA, the Asphalt Institute, and engineering research departments from major universities also contribute to the work of PCCAS.
As the oldest User-Producer Group in the United States, the PCCAS served as the pattern for the establishment of other such groups across the nation. The PCCAS has a long history of impacting and improving asphalt technology and in standardizing asphalt specifications in the region. Those who participate in the PCCAS are excited about the opportunity for impacting and improving the state of the art in asphalt technology. In addition, we enjoy stimulating technical discussions, meaningful professional relationships, and an expanded network of professional contacts.
