Welcome to the website of the the Pacific Coast Conference on Asphalt Specifications (PCCAS). The PCCAS is a technical group, consisting of engineers or other technical representatives from federal, state, and local highway agencies, along with technical representatives from asphalt materials suppliers and related businesses. The FHWA, Asphalt Institute, and engineering research departments from major universities also work with us to advance the state of the knowledge and practice related to asphalt pavements, and to standardize asphalt specifications across the states of Alaska, Arizona, California, Hawaii, Nevada, Oregon, and Washington.
